This report aims at helping those who have to make difficult policy decisions, by providing information on the characteristics of child malnutrition across regions and over time and on the effectiveness of the ICDS program in addressing the causes and symptoms of undernutrition. The most important mismatches between what an effective, efficient and equitable program should do to reduce child undernutrition and what is currently being done are identified and possible options to resolve them are presented.
